AVENGERS is contributing to redefine how Europe monitors greenhouse gas emissions. By examining current emissions, reporting frameworks, and policies, the project aims to enhance the effectiveness of top-down monitoring technologies. In its study “Specification of Target Quantities for the Evaluation of the Capabilities of Future Observing Networks”, the project provides a solid baseline for future applications and identifies key requirements for integrating advanced methods into compliance reporting and monitoring systems. The findings pave the way for smarter, more impactful emission management across Europe.

AVENGERS is exploring future observational scenarios to enhance greenhouse gas monitoring and emission estimation. Focusing on questions like the benefits of denser monitoring networks, advanced CH₄ isotope measurements, improved ¹⁴CO₂ sampling, and innovative sensor systems, the project aims to reduce uncertainties and improve detection of emission hotspots.

The AVENGERS emission inventory team compiled a set of user stories and case studies to guide collaboration with atmospheric scientists. These use cases focus on implementing 2019 IPCC refinements for QA/QC in greenhouse gas reporting, improving transparency, accuracy, and completeness in national inventories. Highlighting innovative data usage and methods, the document supports inventory partners and inspires global agencies to verify emissions using independent datasets.
The six user stories include advancements in agriculture and land-use reporting (Italy and the Netherlands), capacity-building tools for GHG mapping, and modeling efforts to enhance data verification, fostering deeper collaboration between inventory teams and atmospheric scientists.

The TOPAS Methane website is operational and publically available. The site provides daily updates of modelled methane concentrations and the option to compare these model results to available ground measurements over Europe. To allow for a targeted analysis of major methane source categories, the origin of the methane concentrations, i.e., the underlying emissions, are labelled per sector and country of emission. Developments and improvements of the site will continue through the AVENGERS project.
